🔶 Priority for Djiboutian nationals
First and foremost, the authorities will assess whether the position can be filled by a Djiboutian national. A work permit application may be refused if:
The foreign candidate’s qualifications do not or no longer match local needs ;
Equivalent skills are already available in the Djiboutian labor market.

Obtaining a work permit is the first essential step. Without it, the residence card cannot be issued.
