Hiring a foreign worker in Djibouti: all you need to know about work permits and residence cards

If you plan to hire a foreign employee in Djibouti, it is imperative that they hold both a valid work permit and a residence card. These formalities are the responsibility of the employer, and must be strictly complied with.

🔶 Priority for Djiboutian nationals
First and foremost, the authorities will assess whether the position can be filled by a Djiboutian national. A work permit application may be refused if:

  • The foreign candidate’s qualifications do not or no longer match local needs ;

  • Equivalent skills are already available in the Djiboutian labor market.


 

🔶 Employer's responsibility
Obtaining a work permit is the first essential step. Without it, the residence card cannot be issued.

Hiring a foreign worker without a valid work permit exposes the employer to severe fines and liability for damages.

👉 Documents to be provided by the employer :

  • Cover letter addressed to ANEFIP

  • Official forms

  • CNSS certificate

  • Valid business license ("patente")

 

👉 Documents to be provided by the employee :

  • Passport

  • ID photos

  • Criminal records

 

⏳ Processing time :
Allow at least one month (depending on ANEFIP's workload).

 

Residence card: key steps (Checklist #2)

 

👉 Documents to be provided by the employer :

  • Cover letter adressed to the Immigration Police

  • Application form

  • Valid business license ("patente")

 

👉 Documents to be provided by the employee :

  • Passport

  • ID photos

  • Criminal records

  • Work permit

  • CNSS certificate

  • Residential lease

 

⏳ Deadline:
Also allow at least a month, depending on the administration's workload.

 

💸 Costs & Validity:

  • Work permit: DJF 200,000

  • Resident card: between DJF 35,000 and DJF 45,000 (depending on nationality)

 

Both documents are valid for one year, renewable from the date of issuance.
